He is. Terumi is Susano'o from Japanese folklore. Terumi is a god.

You already answered question. lol Yes, his real identity and name is Susano'o. The Susano'o Unit is his original and true body. Terumi/Susano'o is a god, not a ghost like he was originally thought to be. That also answers the fact he needed a vessel to be around (i.e. Hazama and Kazuma Kval).
